Dublin City Council has drawn up guidelines for holding civil marriage ceremonies in the historic Dame Street building.
The guidelines, which have yet to be accepted by councillors, state the administrative cost of holding the weddings would be between €500 and €600.
The report will be placed before the council's arts and culture committee before the end of the month.

It is understood councillors are in favour of the initiative as it would provide a valuable source of revenue at a time when budgets are under extreme pressure.
However, the politicians have drawn the line at offering the council chamber itself where only elected councillors and officials are allowed to speak.
"There is no way we will allow any civil ceremony in the chamber," committee chairman Gerry Breen (Fine Gael) said.
"We'll allow them to use the Rotunda," Cllr Breen said.
He said he thought it was a good idea to open City Hall to weddings "given that expenditure could be severely cut back" in the budget.
