In 2005, the Court of Criminal Appeal found Ms Wall had been wrongfully convicted of the rape and indecent assault of a girl in a Waterford care home around 20 years ago.
Her case was declared a miscarriage of justice by the Appeal Court on the grounds of newly discovered facts.
This entitled her to apply for compensation to the Minister for Justice, Equality and Law Reform.
Her lawyers told the High Court today the Minister had acknowledged the matter was to be dealt with in this way, but he had not done so.
Mr Justice Michael Peart gave Ms Wall permission to seek judicial review of the alleged refusal by the Minister.
The matter will come back before the High Court later this month.
