Minister for Children Norma Foley has said she wants to see all options explored in relation to the future of the Bessborough site in Cork.
Earlier this month, An Coimisiún Pleanála upheld planning permission for the development of 106 apartments at the former mother-and-baby home site.
Plans to develop the site have faced years of opposition from campaigners and survivors.
The Commission of Investigation into Mother and Baby Homes estimated that 900 babies died at the site.
Speaking on Today With Philip Boucher-Hayes, Minister Foley said she could not intervene in a planning situation that is entirely independent of the Government.
However, she said Taoiseach Micheál Martin had taken a "pro-active step" by asking for the local authority to "engage with the developer and that all options should be explored".
"I'd like to see what all those options might be going forward, I think we need to come to an accommodation that will satisfy and put to rest I think the fears and the hurt of those who lived in Bessborough, those who experienced Bessborough, their families," she said.
She added: "The planning process had to be allowed to continue independently without any Government intervention, that has happened and it is now concluded.
"And now because it is concluded, the Taoiseach himself has personally intervened and the Taoiseach has said there should now be engagement between the local authority and the developer and let's explore all options."
