Trier Abuse Commission urges support for adults

The Reprocessing Commission for Abuse in the Diocese of Trier has called on the federal states of Rhineland-Palatinate and Saarland to set up a central point of contact for adults affected by sexualized violence and abuse. 

While there are corresponding bodies for minors, this is not the case for adults who have had to experience abuse in the past, the Commission said on Friday in Trier.

The two federal states, in whose territory the diocese extends, reacted openly to the initiative in their response letters – but without making firm commitments. "I will have your suggestion in my ministry comprehensively and thoroughly examined," writes Saarland's Social Affairs Minister Magnus Jung (SPD). 

The Mainz Ministry of Social Affairs said that there were already several contact points for those affected in Rhineland-Palatinate. Also for adults, writes Family Minister Katharina Binz (Greens). She also referred to the "help phone sexual abuse" at the federal level.

The answers are contained in the fourth interim report of the Independent Commission on the Investigation of Sexual Abuse in the area of responsibility of the Diocese . 

The report was released on Friday. The panel also recommends that the Diocese of Trier establish a culture of remembrance. In addition, there should be a comparative summary of all reports and results of the abuse commissions of the dioceses.

Hundreds of people and accused

In the autumn, scientists from the University of Trier had spoken of at least 734 people affected and 246 accused for the Trier alone for the period of the past eight decades. They assume a dark field, so that the actual numbers are likely to be higher.  

Since 2010, according to the diocese, around 3.7 million euros have been paid to those affected in recognition of the suffering and therapy costs of more than 180,000 euros have been covered.

The Reappraisal Commission regrets that many of the bishopric's efforts to improve the context of abuse "have been delayed or even prevented by the lack of willingness to cooperate by external partners." 

Where this is at the expense of those affected, such action is inexcusable. According to the panel, acts of abuse by German or European perpetrators who worked abroad in church development aid also need a detailed review. 

The investigation of sexual abuse is not considered a common task in the universal Church.
