The clergyman was responsible for the parishes of Santa Maria Maggiore in Vicofaro and San Niccolò in Ramini, both of which belong to the Tuscan city of Pistoia.

Biancalani had appealed to the Holy See against the ecclesiastical measures of the then Bishop of Pistoia, Fausto Tardelli.
The background is years of disputes over the admission of migrants and the management of the two parishes.
Since 2015, the parish of Vicofaro has developed into a nationally known symbol of the Italian immigration debate.
Biancalani provided rooms of the parish and the church to provide accommodation to migrants. At times, more than 200 people were accommodated there. At the same time, there were problems with the Italian authorities because of the hygienic and health conditions.
The situation also led to protests by local residents and tensions within the parish. Some of the parishioners stayed away from church services and other activities. Biancalani's commitment to migrants also caused political controversy.
Transfer to the diocese failed
At that time, Tardelli proposed to Biancalani to hand over the leadership of the parishes and take on a task in the diocesan mission office. This should allow the priest to continue his commitment to migrants without continuing to be responsible for the leadership of the two parishes. Biancalani, however, rejected the transfer.
In the further course, church law measures were initiated against him, against which he took action at the Holy See.
The Dicastery for the Clergy rejected his objections and confirmed his removal from pastoral ministry in the two parishes.
According to the diocese, the procedure is not related to disciplinary failings of the priest. Likewise, the decision is not a sanction for Biancalani's admission of migrants. Rather, the measure is justified by the pastoral management of the two parishes.
