Boucher is serving an eight-year sentence after being found guilty in 2019 of sexually abusing two boys while he was a priest in LaSalle and, later, in the Town of Mount Royal. He was defrocked in 2020.
Boucher was granted statutory release on July 23, 2024. He is serving the remainder of his time in the community under supervision.
Following his release, the victim's family said Boucher appeared in “their presence on several occasions,” according to a Parole Board of Canada decision dated Dec. 29, 2025. The location of the run-ins are redacted in the decision.
The victim, according to the parole board, expressed discomfort because Boucher made “eye contact” with him.
As a result, Boucher is now prohibited from entering specific areas within the borough of Côte-des-Neiges–Notre-Dame-de-Grâce and the Town of Mount Royal.
The parole board also found that Boucher was “not trustworthy” and has a “history of not respecting the emotional boundaries of others which puts the victims and the victims’ families at risk of further trauma.”
Boucher continues to “demonstrate a high level of denial and lack of empathy,” the decision said.
While in prison in 2023, Boucher was also charged with sexual assault, voyeurism and criminal harassment regarding alleged incidents inside prison. He was acquitted of those charges in 2025.
