"I welcome with much joy and gratitude the Holy Father's provision in appointing these two bishops for the Archdiocese of Melbourne," he said.
"I believe that these men will work wholeheartedly, with great faith and energy, to help build up the Church in Melbourne."
According to a statement issued by the Papal Nuncio, Archbishop Ambrose De Paoli, Fr Costelloe (pictured left) has been assigned the Titular See of Cluain Iraird, with Msgr Elliot (pictured right) receiving the Titular See of Manaccenser.
Fr Costelloe is at present the Parish Priest of Clifton Hill in inner Melbourne as well as Rector and Director of Formation at the Salesian House of Studies, Clifton Hill, and lecturing at Melbourne's Catholic Theological College.
Born in Melbourne's South East, Fr Costelloe went to Salesian College Chadstone and after joining the Salesians studied to be a teacher.
A convert from the Anglican Church, Fr Elliott has been parish priest of Malvern East as well as Episcopal Vicar for Religious Education and the Director of John Paul II Institute for Marriage and the Family. He studied theology at Oxford University during which period he was also received into the Catholic Church.
After returning to Melbourne, he entered the Corpus Christi seminary.Mgr Elliott spent ten years working in Rome with the Pontifical Council for the Family and was appointed a Chaplain of His Holiness in 1992.
During this period, he took part in a number of international courses and conferences on the family and marriage in all continents, including the UN Conference on Population held in Cairo (1994), the UN Social Summit held in Copenhagen, and the UN Conference on Women held in Beijing (1995). In 2002 he was appointed a member of the International Commission for Catechetics of the Congregation for the Clergy.
Archbishop Hart added that it was expected that the Episcopal Ordination of Bishop-Elect Costelloe and Bishop-Elect Elliott would take place at St Patrick's Cathedral on Friday 15 June.
