Mercy Sister's UN plea for child rapist

A Sydney Sister of Mercy has persuaded the United Nations to take up the case of a serial child rapist, the first sex offender to be kept in jail under the NSW "lock them up for good" law.

Sr Eveline Crotty's plea to free convicted pedophile Kenneth Tillman comes despite reports from three psychologists and a judge that he is at high risk of re-offending.

Tillman was released from jail for 16 days last year after an administrative error. He has refused to undertake sex offender programs in jail.

Sr Crotty said she had no comment when contact by the newspaper.

The UN's Human Rights Committee last week wrote to the State Government asking it to explain its 2006 law which allows "continuing detention" orders to keep sex offenders behind bars after their sentence expires.

In his plea to the UN, Tillman claims the detention order breaches the International Covenant on Civil and Political Rights because it is double punishment.
